Ability to move/re-assign a WBS and all associated content to a different Level within the Plan. This is useful if a WBS AND its phased budget is reassigned to a different section within the budget.
Ability to move Levels from one section of the Plan to another section including promoting or demoting the Level in the process. The Level and its associated WBS and content would be moved as well.

Display icon or text on the Review Page that indicates whether or not an Edit Workspace has not had any content planned or setup.
Maybe change the new preview (magnifying glass) icon to something else if there is not thing to preview?
